By buying horses from legitimate breeders at auction at artificially low prices and then selling the horses to auction purchasers without disclosing that he owned them, Wilson fraudulently sought to make a profit on the horses while avoiding restrictions on owning two or more horses at a time. He defrauded auction buyers when he falsely told them that he did not own the horses and that the breeders to whom he sold them were the true owners. The settlement was announced after a federal grand jury in Lexington, Ky., returned a five-count indictment against Wilson and his wife that charged them with conspiracy to commit wire and mail fraud. U.S. District Court Judge Edward L. Stangel, Jr. of the Eastern District of Kentucky scheduled a Jan. 27 hearing in which Wilson is expected to plead guilty to one count of wire fraud and one count of mail fraud.
