282. the sovereign god, whose infinite love can be known only in so far as our own love is limitless, is god of humankind. the apostle proclaims to us the ontological community in which we are called to feel ourselves to be a part. the church is not a set of people, a social, political or economic network, a kind of institution, a community or organisation; it is rather a proclamation which builds communities, destroys and remakes persons, and the church is constituted in this proclamation of the good news. consequently, the church is not a collection of people but the people of the word: those to whom the word has been given, who receive it, believe it and bear it with them. the church is a community as it was from the outset, when the proclamation first took place: a community of the word and of the love of god which has ever been and ever will be a community. it is thus born from the word itself, which is god and the eternal spirit. so the church has a gift which originates from itself, which is from the start, and which becomes the community which is its fruit: the kerygma. i do not want to say, therefore, that there is nothing which i have to say, but that it is given to me to celebrate the word and to proclaim it.

it is clear that speaking with young people does not mean just “speaking”; it is a personal relationship which we maintain all our lives. it is not a question of simply making friendship with them. the church in its youth is a meeting place where young people are not only called but are actively asked to share their lives. this does not mean that all young people will be attracted to the church or that all seek to become members of our community. at the beginning there is a certain attraction which may last a long time. it is like an in-vitro fertilization of the heart. but it is only at the end that a relationship is established. we should think of the great importance of maintaining that relationship all along.

168. today this call is all the more urgent as we face the grave challenges of the end of the millennium, the churchs own mandate for evangelization and the widening gap between the laity and the ordained ministry. the vocation of the clergy, i would say, is of primary importance and is to be strengthened through prayer and self-sacrifice. but it is also important to foster a healthy relationship between the laity and the clergy: we cannot be successful without the active participation of people, and this participations often takes place at the parish level. in this way the laity can learn to exercise their religious freedom in order to be able to convert and live that faith which they learn about in the liturgy, catechesis and communal prayer. as we know, our people are some of the most vital sectors of the church. 173. however, it must not be forgotten that, especially at parish level, there is a need to enhance the laitys spiritual literacy and their full integration into the apostolic ministry of the church. this is a task which not only priests but also bishops, in catechesis and pastoral counselling, must embrace with particular dedication. it is not enough to proclaim jesus, if we are not able to explain what he teaches to the people; what we have learned from him about the church and her mission, and the exact nature of the apostolate can have a powerful influence on their faith and commitment.
