the old-fashioned journalistic lifestyle in sweden and the new media technologies in vietnam provide us with a setting for an in-depth investigation into journalism, as it creates a problem of translation into another cultural context. since the journalists were exposed to a different tradition of journalism, the learning experiences of the journalists in vietnam became the focus of the study. the settings of the various interviews that were conducted during the project in 1993-2007, characterized by a journalist’s lifestyle, exposed new meanings that were not familiar to the swedish interviewees. this new knowledge was the result of both the experience and the training. how the vietnamese journalists reacted and questioned the trainer’s statements and experiences was also a focus of the interviews. in this way, the theoretical aim of the study was to identify how the swedish agency tried to negotiate its own journalistic ideology into a cultural setting characterized by a contrasting ideology and history. the study also examined the significance of journalistic knowledge transfer in relation to the in-country expertise and other collaborative partners during the development of a national media system and how this affects the perspective on a country’s media development.

Swedish media development and journalism training has a long history, going back to the mid 1960s. Future research can investigate how the Swedish and Vietnamese media systems still operate in the current digitalized media environment. By looking for more examples of media aid projects or by repeating the interviews with former participants, the current researchers are able to learn how the Swedish concepts has travelled during and after the training projects. The findings in this paper may shed some light on why the Swedish media aid was so successful in Vietnam, and how ideologies can travel along with media aid projects, perhaps also in the opposite direction. This was a strategic move to preserve the country after the US withdrawal from Vietnam, only implemented after the United States had granted a series of military bases to South Vietnam in return for non-nuclear weapons technology (Janus 2018). Foreign aid to assist the Vietnamese people became a political instrument with which the Swedish government legitimized the country’s new role in the world (Wergeland 2001 ; Åström and Rydman 2014, 696). The key strategy of the aid has been to work with Vietnam’s elite in politics, economy, culture, and education in order to create a competitive, independent, and modern society that challenges neighbouring countries (Swedish Ministry for Foreign Affairs 2006, 453). The focus of the Swedish aid has been to support Vietnamese education, as well as support the development of Vietnamese journalism.
