he (siva) takes the form of ashvin bhairav (kala bhairava) to perform this service to encourage the devotee to perform his own work also. this is an excellent teaching to a performer to perform his own job to get the gratitude of his fellow worker also. the devotee should perform his job properly and even then he will not get the full reward from his work but the appreciation of another person also will be returned by siva taking the form of bhairavi (gayatri) is what ashvin bhairav is doing to the narakasura who is at the edge of a cliff and he will get hell. narakasura has done all kinds of austerities in his life, he has started performing only tapas related to bhairavi gayatri mantra and has dedicated a part of his life to this. sathyabama kalasam is also a very good form of lord shiva and probably lord shiva is pleased with the devotion of the narakasura to him. however, a narakasura who is performing all kinds of austerities and who is chanting bhairavi gayatri mantra has to take the form of kala bhairava to destroy the sudarshan chakra of narakasura and to remove all his dark afflictions.
you may see, performing 1009 austerities (tapas) is not possible for ordinary persons, but as narakasura is dedicated to the lord and is doing all kind of austerities, siva takes the form of narakasura and destroys the sudarshan chakra of narakasura and removes all his evil afflictions and bestows the benefits on narakasura.
